Where 128 g comes from
USDA FoodData Central: 1 cup of “Cornstarch” = 128 g. FDC 169698
King Arthur Baking ingredient weight chart (“Cornstarch”): 112 g per cup. Chart
This page uses 128 g (USDA). The two sources differ by 16 g (12.5%): that gap is about how firmly the cup is filled, not an error in either.
A cup of cornstarch is 128 g in USDA's data; King Arthur's ¼ cup at 28 g works out to 112 g. Recipes usually ask for spoons: 1 tablespoon is about 8 g. In the UK it is called cornflour, which is not the same as US cornmeal.
How to measure cornstarch by the cup
Stir it to loosen, spoon it into a dry measuring cup until heaped, then sweep the top level with the back of a knife. Do not tap or press the cup.
In the UK and Australia: cornflour. Metric cups there hold 250 ml, so a metric cup of cornstarch weighs about 135 g.
